You really don't understand what he is saying, do you?
The relevance is that when most people (maybe not you, but you are *very* unusual in this - I would seriously suggest that 1 in a million is a gross over-estimate of the number who actually act the way you claim to) see traffic control "devices", whether it be speed limit signs, double white lines, traffic lights, or whatever, they tend to buttume that those things mean something.
And they then work on the buttumption that they do not need to be *as* vigilant about (for instance) checking whether there is traffic approaching on the side road, because they know it will have a red light, and should be stopping.
Or they don't worry *as much* about determining the maximum safe speed for themselves, because somebody has kindly posted up limits that indicate what the safe speed should be.
*Most* will realise that if the weather is bad, or there is heavy traffic, or other obstructions, then the posted limit may not be safe, and will adjust their speed accordingly.
But not all will, and in the absence of any such factors, many will just buttume that the posted limit should be safe enough.
