True. In the case of FPN's issued automatically, I would always ask to see the evidence unless I *was* absolutely sure.
Normally, of course, you are quite sure, if you are anything like a reasonable driver.
You will have seen the double flash of the camera, and it is pretty automatic to check your speedo when that happens, or when you see a camera van.
Having said which, if you are paying attention to your driving, you should never get caught by these highly visible "traps" anyhow.
With FPNs handed out on the spot, you will of course know whether you were guilty or not, and what evidence they have.

The fact they do not is not a failing of FPNs as such, it is a failure of the way they operate it.
The courts are independent of the council or plod, and do not have targets for "guilty" verdicts, only for number of cases processed.
