But what a sizeable number do is wait until later. They don't pay before in case they subsequently don't need to enter the zone. They don't pay during, because they are driving. They intend to pay later, as they know they are allowed. Unfortunately, the human mind (particularly the male) is very bad at remembering to do things. Anyone who has studied human factors and performance would know this. Most systems these days are designed with this in mind. Unfortunately, the 10pm (later 12pm) rule was designed by a muppet with no understanding of human factors and performance. Many people get caught by it and it causes resentment.
Some people have better than average ability to remember deferred activities. These people can't understand the fuss. But all it takes is some imagination. I don't use a wheelchair, but I expect public facilities to be designed with them in mind. As it happens, I very much doubt I would ever get caught forgetting to pay it within such a short period. However, I would like the system designed so that if I was the forgetful CC area using type that it accommodated my needs.
The problem we are dealing with in the specific subthread is with people who know they need to pay, but it slips their mind. Typically, such items are remembered in the morning, or during sleep.
