It's either weight or a flat fee or value. And a motorcycle can claim the same space as car under all conditions. A bicyclist cannot.
If I am forced to pay the same for my bicycles as for my cars, I'll ride right down the middle of the lane all the time. You won't stand for that, you just want a tax to discourage bicycling, a punitive tax.
