This is essentially people packing their suitcases which also includes all the gear you're going to need to do whatever you are buttigned?

That may be a result of having a mess of corruption in all layers of govnernment. Corruption doesn't usually gain by cooperating with your rivals.
It's in the same place Boston's is. Their mayor is now working on it..or at least giving press lipservice about it. He's been trying to get people working on aspects for years. Our state is organized a tad better than what Louisiana seems to be. Our disaster centers get boot strapped every time there's a nor'easter, especially in the winter. So I guess it's called practicing.

What I want is a job buttignment for every man, woman, and child who live in the area. The worst thing is to see a mess and not having anything to do. This has to do with regaining and maintaining a sense of control even though, in fact, you don't have any control.
