Bug-out bags should always be semi-filled with spares of clothing, shoes, some staples. Generally speaking, a week's worth of personal needs should be bagged.
This is just the "static bag". That's for non-perishibles and things that can withstand immersion and which would really suck to lose in a fire but probably wouldn't kill you if you didn't have them. This can include spare shavers and toothbrushes, etc.
Then there's the "documents" bag, the "medications-perishibles" bag, and those should be something that can be combined into one bag. Essentially, they should be two thick clear plastic zip-loc(tm) type bags, one kept with the essential documents, one kept with the essential medications or perishibles.
When it's bug-out time,stuff the papers in the handy docs bag, empty the bathroom shelf into the handy meds bag, zip both shut, and zip them into a larger bag that contains two rolls of toilet paper. (TP is always handy, and can soak up minor leaks before they penetrate to the interior of the important-irreplaceables bags.) These go into the "dynamic" bag.
Do NOT put the "dynamic" bag in the "static" bag. The "static" bag is one that contains everything you want to have with you. The "dynamic" bag has everything you need to have with you. The "static" bag should be heavy, the "dynamic" bag should be light. Carry the "static" bag in your hand. Strap the "dynamic" bag to your back or hip. If you have to drop the "static" bag and run, without worrying about losing the essentials, you're prepared to do that, you won't have to pause to dig for the essential stuff amongst the nonessential stuff.
BTW -- for a Category V storm over territory where the flats are no more than 30 feet above sea level, there is no safe place to hide. None. When that sort of thing is coming, it's time to go. If you have no other choice, the largest and tallest and most-modern building is your best bet. Be no less than 50 feet above sea-level.
