No, clearly it wasn't. But, as I have pointed out many times before, you are mistaken in believing that the number of traffic patrols has been reduced 'because' of speed camers. It is the other way round. Because of ever increasing demands upon the police (predominantly anti-social behaviour resulting from today's yob-culture), traffic departments were already being steadily reduced and officers moved into 'general policing' roles. The use of cameras for detecting-deterring speeding offences is just a result of advances in technology. Cameras, (and the use of civilians for mobile camera operation) has simply reduced the pressure on the few traffic officers that are left. They can now concentrate on more important matters. It is yet another myth that the introduction of speed cameras has somehow meant that the police are concentrating on this one aspect of road safety to the detriment of other areas. It's just not the case! It only seems that way because of all the publicity given to speed cameras in the press. New technology is being introduced into the police service all the time (as it is in all other walks of life). If fingerprints can be taken from an arrested person by simply placing their hands on a scanner, rather than an officer having to mess around with inks and rollers and pads, then clearly this is a step forward. Similarly, if some offences can be detected automatically without the need for an officer to be present, then this is also seen as a step forward.
