Obviously you haven't driven in North Wales or Cleveland then. I got done for 35 in a 30 in Anglesey, and some other poor bastard got done similarly near Middlesbrough. But we're not talking about highly visible fixed cameras here, we're talking about talivans carefully positioned in places where you are most likely to drift over the limit by a few mph (note these are usually not places where it is dangerous to exceed the speed limit). And - to put it politely - not all are obviously camera vans or highly visible. People regularly go past fixed cameras in the greater Manchester area at 35 and don't get flashed. That's consistent with the 30 + 10% + 2 threshold. However if I want to contest my "conviction" in Anglesey, I have to take a day off work and - at my own expense - drive to North Wales to argue my case in front of a magistrate, with no certaintiy that the conviction will be quashed, and the chance that it will be increased. I'm hardly likely to do this - I'll just pay up and accept the points, the fine, and the likely hike on my insurance premium - and they know this all too well.
