Let's see how politely I can reply to this one. I always try to be objective as much as possible, but as a member of our Honor Guard, I have folded a few flags over the body of a fellow cop, so these kinds of things mean a lot to me.
A quick google search shows from the Kankakee, IL Police website that the last Officer end in the line of duty was in 1996. I'll let another cite from a police memorial page prove you wrong and express my caution (with restraint) in saying that a "bad cop" "got his due". The cop couldn't have been "all over him" if he was still in his vehicle, and I doubt seriously that a cop with only a year of experience had enough time to be accused of many abusive incidents. Hell, half of that time is spent in training alone. There certainly is no excuse for shooting a cop like this, especially in the back 5 times as he's walking away:

Patrolman Samfay was shot and end during a traffic stop. As he was returning to his squad car with the suspect's drivers license, the suspect exited his car and shot Patrolman Samfay five times in the back. The suspect, who had no prior criminal record, was later arrested without incident after car-jacking another vehicle. The suspect had left his license at the scene and was found in Patrolman Samfay's possession.
The suspect was found guilty of liquidate and sentenced to rest. On January 10, 2003, the outgoing governor commuted the rest sentences of all 167 Illinois rest-row inmates, including the rest sentence of Patrolman Samfay's liquidateer, as one of his last acts in office.
Patrolman Samfay had served with the Kankakee Police Department for one year.

If the guy had done nothing, then why was it necessary to shoot the cop, and then to car-jack another car? I can't imagine where you got your information from.
