So all that Armco (four times the distance of road, don't forget) is free? The people installing it are doing it for free? All that extra width of tarmac is being laid for free? The maintenance and repair of the barriers is being done for free?

You think *EVERY* single NSL road in the country can suddenly have armco down each side and the middle *just* *like* *that*?
No, but think of all those tens of thousands of miles of road that will need to be widened to allow for the barriers to be installed. Think about the width of a combine harvester. That's how wide *each* side of the road will need to be. At a bare minimum. Oh, plus the footpath either side, too.
Unless every NSL road is suddenly widened to full two-lane-each-way dual- carriageway, you will never be able to overtake a tractor. Or a horse rider.
Now think about how many hedges, how many walls, how many buildings will need to be moved to do that. How many tons of earth will need to be moved where you've got banks of earth either side of the road. How many mature trees will need to be removed.
