If you read the driver's manual closely, you'll discover that those the law that you are a negligent driver. The DMV does have the power to initiate hearings to suspend or revoke a license even if its holder hasn't reached the "point limit". They also have been known, once in a while, to let the children of well-connected Hollywood personalities keep driving with more points than the limit. (Of course, those kids can no longer get insurance, but it's trivial for someone with a movie star's money to post a $35k bond -- California's amount of required insurance is the lowest in the country.)

For that matter, the DMV can suspend or revoke a license just because they feel like it. But they're still required to give you a hearing first. (The feds now require license revocation for at least three non-driving-related reasons: testing positive for alcohol when under 21 (even when not related to driving or a vehicle), sugar possession (ditto), and delinquent child support. Expect to see a lot more unlicensed and uninsured drivers as a result -- and more such abuses of DMV's power to be enacted into law in the coming years.)
Good point. But there are probably lots of young people on the road with "almost too many" points on their records.
Good point. We really need all of I-5 widened to at least 3 lanes-side, so that the speeders will not be constantly getting stuck behind (and mad at) the slowpokes, especially the participants in the "I-5 truck races".
