*STATES* are encouraging illegal immigration????
In my opinion the whole issue of "Homeland Security" is a scam. An entire cabinet level bureaucracy created for what? Common sense tells you that if you REALLY want to secure the homeland then the first thing you do is secure the nation's borders. This administration has done nothing to secure either our land borders or our ports of entry.
As for driver licenses with hazardous material endorsements: the background checks are a complete waste of time. According to a recent quote in the local paper the Sheriff in my county stated that a fingerprint check from a crime scene takes 6 to 10 weeks to get a response from the FBI fingerprint lab. So now we add a bunch of senseless checks on truck drivers to the lab's burden. If persons want a load of hazmat, they will TAKE IT! None of the 9-11 hijackers obtained a pilot's license or applied for a commercial airline pilot's job.
Meanwhile the Cheney administration has liquidateed over 1700 good American soldiers for fun and profit in Iraq, while the Al-Quida person training camps in Sudan and Somalia go on unmolested.
