Approaching Hindhead from the north, it used to be 40 until about 1-4 mile before the A3, went briefly back to 40 as you crossed the A3 itself (A3 is 40 at that point, and the 30-40 signs were a few yards along the A287 either side of the junction), then 30 again for the quarter mile or so south of the A3. Then it went to NSL (60) for a mile and a half till you got to Haslemere and its 30 zone.
They have now upped those bits of 30 either side of the A3 to 40, despite there being a fair number of driveways and a parade of shops. But, what they giveth with one hand, they taketh away with the other. The previously NSL down to Haslemere is now a 50. This bit of road is on a steep hill and a bit windy. 50 is about the most I would do along there as it gets a bit dodgy (control-wise) any faster. So, I am wondering why they changed the limit as: 1) They don't tend to put a limit on due to twisty roads - there are plenty of NSL A roads where doing 60 would be nuts 2) I'm not aware of a bad accident rate along there 3) There aren't driveways or turn-offs 4) Very little traffic along there gets anywhere near 50, let alone 60. Most times I am behind someone doing 30-40, which is more like the median speed along that road, much less when following a truck up the hill. So what does reducing the speed limit to a level which is still above the 85th percentile speed (I reckon) actually achieve?
If I could be bothered, I could use the Freedom of Information Act to get the reasoning behind these decisions.
