I am confusing nothing. Motor vehicles with nil rates of Road Tax (not that I agree with the concept*) still have to display the licence (even if it has not been paid for with money), and it is still necessary to demonstrate that the vehicle is roadworthy and insured before the Road Tax disc is even issued. A vehicle that would be enbreastled to a Road Tax disc at a zero duty rate is still illegal if used-kept on the road whilst not having and displaying a current Road Tax disc (and certainly if not MOTd and-or insured).
In order that any of this be seen as equating to the zero that cyclists 3 years old) and it would have to be insured and it would need to be possible for it to be traced after an incident.
I am very prepared to accept some degree of equivalence on the Road Tax issue provided that it is demonstrated that all those other components are in place.
Perhaps they are. Perhaps they aren't.
*Low - and especially nil - rates of Road Tax are a bad idea; they encourage multiple vehicle ownership and congestion in residential streets without adequate garaging facilities; higher Road Tax rates (balanced with more restraint on fuel taxation) would be a better way to arrange things.
