According to my calculations, ( probably not 100pc watertight ) any car capable of 0 to 60mph in 15secs or less will make it from 30 to 60 within 170yds. Lorries are limited to 56mph, so most cars should make it OK. Usually in such a situation the slow moving vehicle is able to fit into the traffic OK, it's the 5 cars bunched up behind it which get into problems.

My experience of British motorways at busy periods is that at least 50pc of cars are in lane 3 with lane 1 and 2 relatively peaceful. If the lane was at full capacity then the addition of just a few cars would bring it to a standstill, traffic will automatically move over to the next lane if it is less busy.
I will concede one point though. I've never understood the thinking behind the tapered sliproads. It is as though all the joining traffic is projected towards a certain point at which it is expected to join one vehicle at a time, instead of a parallel stretch allowing more vehicles to join simulteneously.
