Drivers who Endanger or Damage the Property and Lives of others definately should be Prosecuted, but I CAN NOT agree that they can't be 'cured', and should be locked up forever. That's simply absurd.
Any sensible person would have to agree we have a Right to Travel on our Public Highways. But, if I told you we have a Right to Drive (safely), you'd likely say "Driving is a Privilege. Walk, Bicycle, or Ride a Horse.". Each of course being a much slower form of Travel than Driving. Then, I suppose you'd want to Prosecute people for going to slow???
We do Indeed have the Right to Drive, as Driving is the Transit Ordinarily used for Personal Travel on our Public Highways.
