IMHO, it was the semi driver's fault. From your description, the semi had been behind the Ryder for some time, meaning the semi driver had no excuse to travelling at an unsafe distance behind the Ryder. The semi driver should have left enough space to be able to stop if the car in front had suddenly stopped for any reason, that's defensive driving.
Approaching a traffic light, the semi driver should have been aware that it may change at any time, the traffic in front may stop, and he will not be able to stop quickly, therefore had an even better reason to back right off the Ryder.
If the Ryder driver had changed lanes and moved in front of the semi at an unsafe distance, then hit the brakes, I'd say the blame would rest entirely on the Ryder driver, but this was not the case.
