Irrelevant, you wanted to know how "the requirement for the owner of a motor vehicle to state who was driving his car at the time an alleged offence took place is in anyway likely to result in the conviction of an innocent party." I have just shown that, now you start wibbling on about answering questions. If I am innocent I don't need to asnwer any questions , unless of course I'm threatened with another conviction for not answering them...
And what about the innocent who's car is on the drive and who's number plate has been copied? How does he prove it wasn't him?
Yiou have no duty what so ever to keep a log of who was driving what, when. I'm sure you would that to be the case but it isn't.
No it is not right that any free, innocent man, should have to state what was happenign to his property at any one time.
Yep see above you wanted an answer to how " the requirement for the owner of a motor vehicle to state who was driving his car at the time an alleged offence took place is in any way likely to result in the conviction of an innocent party."
you got the answer(s) and now you want to change the rules to say that the intrusion of the state to make persons take notes of where their property is is OK. The sort of person that is attracted to the police service ( I liked it better when it was honest and said "force") is the very type that shoudn't be allowed in or allowed to make laws.
