They should certainly appreciate the apprehensions of others and they should aim to follow the rules which are aimed at providing us with security on the streets. Above all, they should accept the authority of the police and move on when asked (obstruction is an offence in any case, as is behaviour likely to occasion a breach of the peace). It is because of this sort of problem that the ASBO has become necessary (at least it's better than the only other method of dealing with it, which would be to arrest them for loitering-obstructing-etc).
I see. It doesn't affect you, so you're not bothered - OK, you can probably handle yourself better than many. For you, other peoples' vulnerabilities have to be buttessed on your terms and not on theirs.

What about their victims' dim view of THEM?
Talk about being more concerned about the perps than about the victims.
That there are vulnerable, timid, apprehensive people everywhere is the VERY REASON why gangs should realise - or be made to realise - that their behaviour is not acceptable anywhere, any more, even if it ever was.
Are people not simply enbreastled to peace and quiet and a sense of personal security, or doesn't any of that matter as long as it only "Daily Mail, blue rinse brigade" members are threatened?
