I find it diffcult to reconcile that view with the situation you found yourself in. Surely your employers moved to where they didsimply because the existence of the road allowed them to? If the M1 hadn't been there they would not have contemplated the move (putting other considerations re the road aside).
Surely you have demonstrated that the road filled up because it was there and your previously non-existent use of it due to your employers self-interested decision (along with many others making similar decisions) was a contributing factor?
I do agree that we need a much more properly thought out transport strategy.
I haven't driven very much on the continent for many years, but I'm ked to believe that most of their roads are relatively empty, especially compared to ours. Are other governments wasting money? Aren't full roads, i.e. congestion, a major drain on the UK's economy (some £20 billion per year)?
If that were the sole criteriea for electing a governement we wouldn't have had one for several hundred years. Reading transport history shows that no government, ever, except the Romans, has devoted proper resources to transport.
