Yes, our roads are full becuse there is insufficient road space to meet the demand. The government is trying to tackle this by attempting to reduce the demand rather than increase the supply, a policy that is doomed to fail IMO.
Even at the present level of congestion, the cost in wasted time, wasted fuel and increased pollution is enormous as you say.
20 billion a year will buy a lot of new and improved roads. But as always, governemtn prefers to rip off the taxpayer and give as little as possible in return.
You may be right, but in recent years even the previous inadequate level of investment has been cut. And if I had my way we wouldn't have a government, at least not from any of the present political parties. This country has been supremely badly governed for a long time, and the present lot are scarcely distinguishable from the Mafia IMO. They are even getting into booze and gambling, and would prob ably go for drugs and probreastution as well if they thought they could get away with it.
I think what we need to economise on is government!
