Possibly not. Car dealers can obtain "dealer" tags to be placed on new cars that haven't been registered in any state yet. The reason for this is obvious . . . people like to DRIVE vehicles BEFORE they BUY them. I've personally witnessed car dealers throw "dealer" tags on various vehicles, new and used, so that they could drive the vehicle for personal use. In extreme cases, I've seen current model year cars running around with the same "dealer" tag for several months straight.
It's a car registration-insurance loophole that some less-than-honest dealers seem to be all too happy to exploit for personal gain (transportation for just the cost of gas)
The only cars running around with "dealer" tags should be cars that are currently for sale, and currently being evaluated by prospective car buyers for the sole purpose of deciding whether they want to buy the car, right now. I've never asked a car dealer for a SIX MONTH TEST DRIVE, but I can imagine how quickly I'd be escorted off of the car lot if I did. :)
Another funny thing to see is "dealer" plates (not temporary registration tags, DEALER plates) from a state hundreds of miles away. That's another scam I see every so often. For example, Mbuttachusetts dealer plate on a car being driven in Kentucky. (That is SOME test drive!!!) :)
