Induced demand is not what I am arguing plain and simple. WTF is your problem anyway? Um no. Let's say...

I thought it was obvious that drivers as a whole vary from place to place. I found lane displine to be excellent in WV. On the same trip, on similiar traffic density roads, it was non-existant in IN. However the traffic densities were low enough to make it almost a non-issue.

Maybe theoretical capacity already takes it into account. Probably does. And why wouldn't geting everyone to follow good lane displine and the like make for higher capacity.

I just got home a little while ago. At midnight on a chicago area expressway, I saw a clump form right in front of me. If they can form at midnight, they certainly can form at 5pm on a weekday.

Just show me that behavior doesn't slow down the roads. It should be rather simple. Show me. Show me that a moving road block won't cause congestion, won't cause vehicles to build up behind it on the road getting tightly packed causing local areas to go over capacity as more and more people enter, but fewer and fewer exit. Just show me this knowledge that you all supposedly have. Just share it and be done with it. Simple.

A couple times I've driven the edens expressway right when it was about to tip. Normally thick with traffic on the weekends, but not enough to tip, there are people who drive ~65 mph and people who drive faster, usually close to 80mph. Driving the edens as one of the faster drivers consists of going from one clump to the next, finding a way through and around then repeating it a few miles later. In these begining moments of the tipping I noticed the same pattern, the clumps were bigger and instead of 80-65-80-65-80-65 it was the same rythum but more closely spaced. Instead of 80 it would be 40, instead of 65 it would be 5,10,or even stopped. It was rather quite interesting.

Now of course you'll say it's nothing. Behavior doesn't matter. I've seen roads laid out before the automobile in Germany flow more traffic because of the displined driving than anything of equal lane numbers back home here in chicago.
