WTF is your problem anyway?

Um no. Let's say there are 3 lanes in a given direction. There are a 100 cars on a segment of road. We can conservarively say 50% of them are LLB's, ducklings, etc. The road becomes blocked up as 3 of them manage to get side by side. Now, the same road with 4 lanes. Is there any significant difference between 4 of 50 and 3 of 50? nope. Very easily done. Now imagine tens of thousands of vehicles a day with a sloth,LLB,duckling etc population that is over 50%. The extra lane won't mean anything.

The most improvement comes from going from 1 to 2 lanes in a direction. After that, it falls off quickly at peak times without driver displine.

Bad drivers REDUCE capacity greatly. Next time you are in a cluster of vehicles on the interstate, all packed together unable to pbutt because 3 people have decided to line up next to each other and won't part their buttes, just tell yourself that it's not their fault, there should be a forth lane for everyone to squeze by one-by-one, until another duckling came along and decides to slow down and speed match instead of using it to pbutt.
