Not IME. An extra lane is just an extra chance to get around a blockage. Let me put it this way. Let's say you have a clogged artery to your heart. You have a choice of two treatments:

1) A drug which will disolve the blockage. 2) Surgery to construct a new parallel artery.

Your choice should be 2) to be consistant with your road arguement. You won't even consider 1).

We aren't getting full capacity out of our road system because we refuse to try and increase driver effiency. Instead, their stupidity is nannied with things like turn-on-arrow only lights and countless new rules of the road designed to compensate for bad drivers. Instead of teaching people how to drive efficently, they are tought to drive in a inefficent manner to compensate for inattention and other safety issues.

MFFY drivers are only a small contributor to congestion problems. The bigger contributor is the enabler who stops traffic to let the MFFY go first. I believe most MFFY behavior is product of the general sloth and lack of consideration such as not keeping right except to pbutt. Sure you can get rid of the aggressive mbutthole type driver and there would be a tiny improvement. Get rid of or convert the ones blocking the flow, the people who stop at the end of on-ramps, the people who block the pbutting lane, the people who make a left turn that can be timed with a calender, etc and the impact will be far greater.

You'll never be able to add enough lanes to overcome driver behavior issues at peak travel times. All you need is the same number of drivers as you have lanes and the problems can occur. You'll never be able to give everyone their own private lane.
