Here in Northern Virginia, I've noticed a pattern to this. When traffic is light, few or no cars run the light on the intersections of my usual routes. But when traffic is heavy, like during the evening commute, people seem to get extremely impatient and form conga lines to run the red lights or even to fill up the intersection with no way to clear it. There's one area near my office, on my homebound commute that's especially bad. Sunrise Valley is two lanes in each direction and intersects with Fairfax County Blvd which is 3 lanes in each direction. FFX is considered a higher priority road, so it gets the longer green. But the evening commute on SV is extremely dense too, so the shorter light causes long backups. Adding to the problem, there's another light on SV about 500 feet before the intersection with FFX. It's extremely common for it to take SV drivers 3 - 5 light cycles to get through both intersections. One evening a couple weeks ago, I was commuting with my husband and he was driving. We got stopped by the red light at the first intersection. Two of the cars who had been in front of us pulled into the "box" but had to stay there because the road ahead was congested (and stopped by the red light at FFX). The cars coming from the intersecting street also pulled into the intersection, although they couldn't get room to straighten out relative to the lane, so they pulled alongside each other. When both lights finally turned green and the mess cleared out, there were no less than six cars at odd angles parked in the intersection.
