Are there any visible warnings on the London charging zone cameras to tell you they are in operation - for example if you drive towards one at what you think is 6.59am and it starts at 7am, but your watch is slow and it is actually 7.02am and you have been charged? One of the great rip-off ideas for the potential Congestion Charge in Edinburgh recently was that there would deliberately be no visible warning as you entered the charging zone. This idea was brought in after an experiment was set up in Edinburgh with 200 volunteers to test the system - they would call a number to "pay" their bills for the charge, and receive penalty notices when they forgot to "pay". It was discovered that when there was no visible alert that the charge was operating, more people "paid" when they were unsure about what time they entered the zone and thought they had to but in reality they were not due to pay, than the Council sent out penalty notices to who thought they were outside the times and did not pay when they should have done so. Either way, more tax would be collected and the motorist would always lose - from those who didn't need to pay but did so (there was no mechanism by which you could check whether you needed to pay or not) and from penalty notices . -- Neil McDonald
