Well, the actual lessons and tests (you have to take one theory test and two driving tests to drive an artic) are very hard, and very expensive, which is partially why so few people are doing it nowadays.
But you don't actually learn anything about doing the job- the actual "hire and reward" part- until you start driving a truck for real.It is this aspect which could be improved.
Traditionally, drivers' HGV licences were always self funded- I learned with a Ramsgate driving school called "Learn HGV", which the OP might know. This situation has now slowly started to change as the driver shortage bites, and I personally feel that any further training required will have to be paid for by the industry- after all, you wouldn't expect a train driver to pay for training.
As for being "the best drivers going", I have never personally claimed that, but I do do the job for a living, and practice does tend to improve a skill such as driving, as I am sure you would agree.
Many HGV drivers have some other qualification already- you need to be trained to carry hazardous materials for example- although I just bimble along with my simple HGV1 ticket and probably always will.
