Furthermore I would think that they are likely in constant contact with the controlling servers, if only to make sure the clocks in the camera control units are synchronised (using NTP) to an atomic clock.
So, odds are they only have a smallish cache in the units, which gets flushed to the main servers fairly often.
As to how they operate; I'd say they will likely use the ACPO limit + 10% thing, and will operate between each pair of cameras, and possibly over more than just each camera pair. There isn't actually any real reason why you shouldn't do more checks on cars than you absolutely have to to enforce limits; the checks are easy enough to work out.

What you won't want to do is absolutely enforce the limit to within 1 MPH; that would lead to people going 10 MPH under the limits "just in case" which in turn peees the majority of drivers off and causes horrendous queues (and also gets the police labelled as worthless jobsworths unjustly). No, what is needed is enough enforcement to uphold limits, but enough slop to allow for some inattention.
