There's a none-too-subtle difference between a £60 parking fine - which is subject to appeal and a fine *starting* at £2000 without, it would seem, any right of appeal. Recent views on the subject of "administrative penalties" are that they may largely be illegal under the Bill of Rights - due, I believe, to be tested in court in the not-too-distant future.
You are making the buttumption that *all* such drivers are therefore part of a criminal conspiracy - which, frankly, is nonsense.
Pardon?? It was an appalling piece of the very worst "knee jerk" legislation...
So what would you call the (to quote Butterworth's Law Review amongt others) "years of litigation up and down the country"? Doubtless it was *intended* to be "no-quibble, no-argument.." but it wasn't. It was a very poorly-drafted, rushed piece of legislation that in the 14 years it's been around has only been used to prosecute less than a thousand owners, about half of whom have been found guilty with average fines of less than £200 and a few jail sentences of 3 months or less. It also applies to *all* dogs, not just Pit Bulls- which appears to have been an unintended consequence of poor drafting.
