The word "ordinarily" is clearly a qualifier as to the types of "Transit" which are included as among our Rights.
No, it means: Unobstructed or Unincumbered Transit
The Definitions of Locomotion and Transit are almost Identical. A right of Transit is a Right of Locomotion.

I know we have a Right to Travel ON ALL of our Public Right of Ways.
I know Extraordinary Locomotions may be Prohibited because they would endanger or obstruct the Locomotions Ordinarily used for Personal Travel on a Particular Right of Way.
