You are the one who introduced the phrase, as if it were contained in the US Supreme Court Quote and as if it was in support of your position that transit was to be "free of taxes". It was neither. But, at least we have finally resonved Argument-A3, confirming that "ordinarily free" IS NOT contained in the US Supreme Court Quote. Now it would appear you wish to spawn yet another similar argument.
