The Tenth Amendment states: "The powers not delegated to the United States by the Consbreastution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

I added nothing. Public Highways are a part of our Public Right of Ways.
On our Public Highways, planes, trains and sub-ways are quite "out of the ordinary". DUH !!!
