Those maps cover a fairly small area - the Arrive Alive vans tend to park up inside the areas shown on the maps. The areas are usually less than a mile or so in length. The vans tend to park on specially constructed hardstandings, on bridges or in laybys or bus stops.
They are usually parked so as to be visible to traffic, but the colouring (navy blue) isn't very conspicuous and so they don't stand out from other parked vehicles that may be nearby.

I have noticed that the NWP (rather than the Arrive Alive vans) have been out a lot recently in a white van (Transit HiCube or similar). The van has no markings of any kind on the back or front and I've seen it parked up in laybys.

This van has two sets of cameras in the back - with opening flaps at the top of the rear doors. It looks like they can cover both lanes of the A55 Expressway simultaneously - or one lane in each direction.
Any time I've seen them out, they've been in areas that the Arrive Alive units don't cover. They park up in places where people tend to 'speed' - because it's safe to do so. Fish in a barrel.
