So you need 2 permissions for you and your vehicle, which come with several qualifications which must be pbutted - your permissions to drive and your vehicle to be used can be revoked at any time
Driving motor vehicles is not a "right", it is a conditional privilege and one of those "conditions" requires use of seat belts.

Booster seats are designed to raise children so that the shoulder harness can be worn safely and comfortably. My wife was tiny - 4 ft 6 - the shoulder harness went around her neck. There were no booster seats so I had a special cushion made which she used in the car and the theater. Russotto can't understand things like that
