Twas much the same last week. I got the phone call I was dreading on Tuesday, urgent problem at a police control office and I was the only one not going away at Easter. So I had to drive 300 miles north on Tuesday and Return on Thursday night just as all the f***wits who don't drive anywhere for 360-odd days of the year set off on their annual Easter pilgrimage.
Camera A316 5329lines or yup, just up the road from me. I think from your description that you're...
Saw much driving similar to the example you gave, and the bizarre sight of people who obviously don't use a motorway most days of the week who seemed to think that the only way to drive is to get from the slip road to lane 2 qithout ever using mirrors then sit there until their reach their destination.
At one point, following an accident on the M1, the traffic mostly disappeared as the police blocked the M1 bhind me, letting a few cars through at a time. I then had the bizarre experience of seeing the M1 almost devoid of traffic between Derby and Leicester. Except for an enormous line of caravan and motorhome drivers sitting in lane 2 at 50mph.
I also encountered several of the weirdos who stick in lane 2 at anything between 50 and 70 mph, ignoring the empty lane to their left. If one pbuttes them then returns to lane 1, it seems to enrage them and they put their foot and pbutt. A few miles down the road and they have slowed down again.
Eventually I gave up, stuck the cruise control on at a GPS-indicated 70mph and pbutted the lot of them in lane 1. In fact I drove from Leicester to Northants in lane 1 at a steady speed pbutting everything else on the motorway, no HGVs (drivers too sensible to drive at a bank holiday), no holdups for me. Meanwhile in lane 3 and 3 I could see car after car approaching the one in front to within a couple of feet then slamming on their brakes.

Odd behaviour.
Also fun watching the prats on the A43 braking hard *after* the Truvelo cameras. Too late sunshine.
