Okay, forget the chainsaw a minute.

Take an unstable plant. Is that dangerous, even without someone 'using' it?

Obviously a chainsaw which is not running is not dangerous. Unless you drop it on your head.

A running chainsaw is dangerous. Regardless of who is using it.

There is a danger of being hurt by a running chainsaw. All it takes is a moments lapse of concentration, or a heart attack, or whatever.

You may say that a heart attack is extremely unlikely, etc, but it's irrelevant. If it's safe, it would be safe to have a heart attack whilst using it (like, e.g., a rubber pencil eraser). Driving is dangerous (to some degree). Using a chainsaw is dangerous. Explosives are dangerous.

A dangerous item is not "something which will harm everyone who goes near it" it is "something which has the power to harm".

An inanimate road does not have the power to harm. A car driving down a road has the ability to cause harm.

Obviously an empty road is not dangerous. If someone is driving down what they call a "dangerous road" they mean the danger to them of being injured is higher than if they were driving down a "safe road".

These roads do exist, these risks do exist. Thus "dangerous roads" do exist.

Mark Foster No you clearly do not. You have to drive to within 2x the distance you can see to be clear since you could easily be facing some impatient pillock overtaking on the wrong...
