It takes a human for this to be dangeous as they would need to ignore the sign. If nobody ignores the sign, it isn't dangerous.
Sign or no sign, it is only dangerous when a human being decides not to heed the warnings. The warning may be a sign, or it may be the fact that broken rocks can be seen building up at the base of the cliff. Ignore the signs and it could be dangerous.

Lightening can be dangerous to humans because it can strike anywhere. Humans can make it less dangerous by not being outside during a storm - by not ignoring the signs, be that a forecast or looking at the sky. A tsunami can strike without warning, demonstrated last christmas. This phenomenon is dangerous because it moves unpredictably - it is difficult to avoid. An earthquake or volcano can stike completely unanounced. They are dangerous because of this.
However, A road never moves and signs warn of hazzards along its length, therefore it is not dangerous. Any "accident" on it will be totally down to the driver ignoring signs and not driving to the condions - the "accident" is completely avoidable.
