Granted that some roads and sections of road are more problematical than others, no one has said otherwise. However they are not "dangerous" until vehicles start to move along them.

Absolutely, in fact all drivers. As long as the training syllubus is directed towards getting people through the test, rather than teaching them to drive, there will always be incompetent drivers on the road who, as you suggest, don't realise they are incompetent and will alway blame something else when they get it wrong.

Teaching them that some locations need more care than others will help considerably though.

As I said before, this isn't (necessarily) about what people are taught with regard to dealing with individual sections of road. It's about persuding them that they are not "above average" (as most people think they are in most surveys) but that they are a part of the road safety "problem" and need to exercise due care and attention and to stop blaming so-called "dangerous roads". .
