Following up to Brimstone Short answer:- no, safety, otherwise known as lack of danger. Long answer:- They are a source of safety. The opposite of danger. So...

The drivers do not change the physical construction of the road, but they do affect the element of danger buttociated with it.

Yes it is.

I produced three sentences earlier, each of which any sane individual would have understood. Each of them used "road" in a different context with a different meaning with no need for any intelligent individual to need further explanation.

I can't recall exactly, but they were something like:

1. He is lying on the road.

(Implies the actual road surface, not any accoutrements or traffic. There is no ambiguity about sitting in a car or on top of a lamppost).

2. The road cost 100 million pounds to construct.

(Implies the road with all furniture, road signage, changes to landscape to accommodate the alignment, lamp posts etc).

3. The road is dangerous for the children to cross without help.

(Implies the road layout and design and the traffic likely to be using it at any point, sightlines, speed limits etc).

If you can't understand these sentences, or believe that fewer than 99% of literate people would understand them, then you need help.

Christian.
