No. Absoluetly not. I am saying that the driver is at fault. It is not and never can be the fault of the road. It just sat there and got driven along. If the manner fo that driving is inappropriate it is dangerous. If it is not then it is safe. The road is still the road.

No. The driver's use of the road was dangerous. The road could be changed to make that same use less dangerous. The road itself will remain an inanimate object.

In the same way that common use of the words is to absolve the driver from blame and shift it into the road as if the driver was incapable of doing anything about it.
