Correct. And all we are suggesting is that a perfectly sensible way to start reaching those drivers is to stop using language that pbuttes the buck for their errors onto something that is not a problem for the other 99.99% of drivers. All the time language is used to absolve them of their responsibilities things will never change. A sea change is required in the way we think and talk about "accidents". One it is seen to be socailly unacceptable to pbutt the buck and avoid responsibility we will begin to see people thinking a hell of more before they act. Nobody is talking about "blaming the driver" and issuing draconian penalties. As you rightly point out, that will have precisely the opposite effect to that we which we desire. We do seem to be a long way down the blame culture road but it is always blame someone or something else. It will be hard to get back to a society of value and personal integrity but that doesn't mean we cannot try and it could start with something as simple as changing the way we talk about "accidents".
