The NIP process is also a violation of EU Human Rights; a person accused of a crime by the state should have (indeed DOES have) the inalienable right to shut up and invite the prosecuting authority to prove its case without needing the accused to confess under threat of worse punishment.
All in all, much of the system is rotten and needs revision; it especially needs revision in testing to see what provably works in reducind road rests and what is merely a paper-pushing distraction (as are Scamera partnerships and speed cameras), and the implementation of the former and removal of the latter.
