True, but surely that is preferable to killing someone.
Mayhem I suppose.. It is fear of causing an accident that might kill or injure someone that might have been avoided if I had been sober. I might even kill or injure myself. Not very likely you might think, but the roads are full of drivers who think that it can never happen to them. I want my wits about me when I am driving.
This can be inconvenient at times, since a lunchtime drink at work means I cannot drive home and there is no viable public transport alternative1. Although I am in a car sharing pool that means I only usually drive one day in three.
To me the fear of being caught for any offence is very secondary to the fear of causing rest or injury. I think this is true for most people to such an extent that the legal prohibitions are superfluous.

1 According to a website whose name I forget, to arrive at work for 8.30am by public transport I would need to leave hone at three minutes past two in the morning. It is 20 minutes by car!
