ok, I'll confuse your little mind a bit more: how about a strobe light in the bollards* ? the bollards would sense a car exceeding the limit and raise it's self 4" above the surface of the road as a warning. the strobe would flash so the driver couldn't say they didn't see the bollard. if the driver continues to exceed the limit the bollard would raise it's self to full height preventing any further progress for, say, 10 seconds 1st offence, 20 for the second offence and BANG for the third, here's the bill.
a wireless camera could record the process from the bollard.
