depends on the distance he's kept between him and the car in front. This will be a complete deceleration not a slamming on brakes slightly more gradual one. Given how many people crash not the car in front as it is this figure will only get worse. Given that we're talking about using this to stop speeding this could be a NSL dual carriageway for all i know.
if the car is going fast enough the bollard won't impail it just launch it flying into the air. I once saw a car stuck in the second story of a building. While being chased by the police it cliped something, hit an object that acted like a ramp and ended up quite high up. If the bollard doesn't stop the car its a fair bet its going out of control and could end up anywhere.
bollard well given that some people have been stupid enough to hit one while just trying to follow a bus in an area plastered with signs I'm pretty sure that yes some people will be stupid enough.
