Well according to the article, the collision occurred in a crosswalk. And it seems that the officer did not believe the cyclist claim that he stopped at the stop sign.
When I was in college the cyclist were arrogant and dangerous. They rarely stopped at stop signs and treated pedestrians in crosswalks as obstacles to be buzzed. One friend was run down in a crosswalk by a cyclist and my roommate (an avid cyclist) was involved in a cycle to cycle accident where they both were running stop signs at a four way stop intersection. In my years in college, I never saw a single pedestrian struck by a car in an on-campus crosswalk.. I saw at least four struck by cyclist.
If you ever wonder why some non-cyclist hate cyclist just think gutter pbutting, running stop lights, running stop signs, running down pedestrians, riding on the wrong side of the road, etc., etc., etc. Now I know you are a good rider, but unfortunately many other cyclist are arrogant jerks who think they are enbreastled to be a complete butt when they are on their cycles and don't understand why many automobile driver resent them.
