The "someone else" should take precautions against fraud.
A bank account is just a storage for my money. Same as a wallet. Safeguards against fraud should concentrate on transactions that move money, not on the aquisition of an account or a wallet in which to store money. That is the way things work here. Checks are done where they matter.

No you couldn't. I'll bet you any money you like that you couldn't. No-one has used cheques here since the 1970s. They don't exist here.
If you want to prove who you are here you show an official document (I use my pbuttport). A bank statement would not be an acceptable alternative.
