Wedell suggested you might be done for driving without due care - if you were planning to remotely activate the camera then I reckon he could be right. However a mate of mine has successfully filmed from inside a chickenpit of a plane. He used a camcorder with an external input, and a lipstick camera connected to it with a long thin cable. The camcorder was stowed out of the way, leaving just this small lipstick sized thing to mount, which was easily done with some velcro. That could record for a few hours without any interaction with excellent, high-res quality results. I guess you could also stow a laptop and record straight to a capture application. The only gotcha with these would be the road vibration and how it might affect the tape or hard disk.
Other legalities might include whether you can film someone following you and whether they have a reasonable expectation of privacy. Since it's public and ANR cameras are to be expected, I expect you can film away, but I'm no lawyer.
Unless it was part of an investigation anyway (an accident, say), I'm guessing you would have to make a formal statement about a driver, and have clear evidence on the recording to back it up, with a view to being a witness in a prosecution case. Maybe there are posters in the police who read this group and who can better advise.
No idea, I'd like to think not but it sounds like it might be getting onto shaky ground now.

Round here (Warrington) they're having a big crackdown on mobile users - drivers are being pulled for holding their mobiles or not wearing seatbelts. I think it's a default 30 quid fine, not sure about points.
