I think most cops would agree with you, but it's the rationale of the liberal thinking that we should use all means necessary before resorting to deadly force. That is the wrong way of thinking. Most pursuits are for minor crimes initially but when the driver chooses to flee we should treat that as a serious felony. I think that when a person chooses to turn his vehicle into a deadly weapon police should be free to, as immediately as possible, use deadly force against that driver. People flee knowing that the punishment is relatively light and the more dangerous they make it the more likely the police will call it off.
I remember the days when Texas Troopers' common practice was to take a shotgun to the suspect's vehicle right off the bat but after a few lawsuits were paid off that was frowned upon. I say we should bring it back and take a tougher stance against these people and quit allowing them to become millionaires off of the departments for an illegal act they chose to engage in.
